Having heard and discussed an address by V. Yu. Khomich, a corresponding member of the Russian Academy of Sciences and chairperson of the RFBR Board, speeches by chairpersons and deputy chairpersons of expert panels, such as Academician D.V. Anosov; Academician V. A. Rubakov; A.M. Muzafarov, a corresponding member of the Russian Academy of Sciences; Academician S.V. Shestakov; Yu.N. Avsyuk, a corresponding member of the Russian Academy of Sciences; Kh.A. Amirkhanov, a corresponding member of the Russian Academy of Sciences; Academician A.S. Bugaev; Academician V.P. Matveenko; P.P. Pashinin, a corresponding member of the Russian Academy of Sciences; and Academician O.N. Favorsky, the Board of the Foundation notes that, for the period from December 24, 2004 to March 22, 2005, the Russian Foundation for Basic Research carried out the following work:

- extensive work was done to merit-review 2005 competition applications (reviewed were: 8,066 applications on initiative-based projects under paragraph (a), 409 applications under the competition for information, computation and telecommunication resources under paragraph (v) and also projects under current competitions to organize conferences within the territory of Russia under paragraph (g), applications to provide support to Russian scientists and researchers to participate in international scientific events abroad under paragraph (z) and applications under international competitions (m);

- 7,832 reports for 2004 were merit-reviewed on various projects, both continued and those about to be completed, under the competition for initiative-based projects and under the competition for information, computation and telecommunication resources;

- 901 reports were reviewed under regional competitions;

- a new expert RFBR questionnaire was developed which was used effectively to merit-review projects under the 2005 competition;

- experts from different regions of the Russian Federation were invited to participate in merit reviews which fact was much facilitated by the use of a remote merit-review system;

- prepared and signed were new agreements between RFBR and the administrations of a number of the regions of the Russian Federation, the management of some federal agencies, Russian and international scientific organizations and foundations;

- prepared was a report for submission to the Government of the Russian Federation on the activity of RFBR for 2004.

THE BOARD OF THE RUSSIAN FOUNDATION FOR BASIC RESEARCH DOES HEREBY RESOLVE AS FOLLOWS:

It is hereby resolved:

That, the report for submission to the Government of the Russian Federation on the activity of RFBR for 2004 be approved.

That, lists of projects to be continued and to be completed and amounts of funding under such projects determined based on recommendations of expert panels under paragraph "a", "v" and "r" be approved.

That, lists of new projects supported based on the results of merit reviews and recommendations of expert panels on funding such projects in 2005 under paragraph "a" and "v" competitions be approved in the following knowledge areas:

- mathematics, mechanics and informatics;

- physics and astronomy;

- chemistry;

- biology and medical science;

- Earth sciences;

- humanities and social sciences;

- information technologies and computer systems;

- projects to organize Russian and international scientific events in the territory of Russia under paragraph “g”;

- projects to support the participation of Russian scientists in international scientific events abroad under paragraph “z”.

That, the following projects be supported: 05-02-16581, project manager E.V. Shamsutdinov, in the amount of 150,000 Rubles; 05-02-16243, project manager R.N. Faustov, in the amount of 80,000 Rubles; 05-02-17412, project manager K.A. Valiev in the amount of 150,000 Rubles; 05-02-17754, project manager V.V. Ryzhov in the amount of 240,000 Rubles. That, the amount of funding under project 05-05-64057, project manager V.V. Reverdatto, be increased up to 300,000 Rubles.

That, lists of projects rejected by expert panels under paragraph "a", "v" and "r" be approved.

That, the work of expert panels to increase the average amounts of RFBR grants be approved. That, it should be noted that the average amount of a grant in 2005 was 228,600 Rubles under the competition for initiative-based projects, 323,400 Rubles under the competition for information, computation and telecommunications resources and 682,900 Rubles under the competition for oriented fundamental research.

That, lists of new projects supported based on the results of merit reviews and recommendations of expert panels on funding such projects in 2005 under selection competitions held by RFBR-CNRS (France), RFBR-DFG (Germany), RFBR-NWO (the Netherlands), RFBR-OEAD (Austria) and RFBR-NSFC (China) (protocols Nos. 1,2, 2005, of the Bureau of the RFBR Board) be approved.

That, a resolution of the Bureau of the Board of the Foundation on funding projects to organize expeditions in 2005 related to the carrying-out of fundamental research in physics, Earth sciences, biology and humanities and social sciences (Protocol No. 2, 2005, of the Bureau of the RFBR Board) be approved.
That, resolutions of the Bureau of the Board of the Foundation on funding projects under paragraphs “g” and “z” (Protocols Nos. 1,2 of the Bureau of the RFBR Board) be confirmed and affirmed.

That, an additional list of projects under the Baikal regional competitions and respective funding in 2005 be approved.

That, lists of joint projects of a joint competition held together with the Byelorussian Republican Foundation for Fundamental Research (Bel2004_a) accepted for funding for 2005 and recommendations of expert panels on their funding be approved.

That, applications under all types of 2006 competitions be accepted only via the Grant-Express system with registration of projects via the Internet.

That, an agreement on and rules for holding a new selective competition in oriented fundamental research together with the Federal Industry Agency be approved.

That, an agreement on and rules for holding a new selective competition in oriented fundamental research together with the Federal Atomic Energy Agency be approved.

That, a statute on a program for express support to fundamental research be approved and that a competition under said program be announced in the Poisk newspaper and on the RFBR website.
